California requires workers’ compensation once a business has any employees, and the requirement does not turn on whether the work is seasonal, part time, or short term. How a particular worker is classified, and how payroll is reported for that class, is set by the carrier and the rating rules. Those classification questions go to the carrier or your payroll provider rather than being settled by a general answer.
