Liability and cancellation answer differently. Event liability is written against the venue’s requirement, and the venue’s own clock is usually the binding one. California State Parks wants the certificate 60 days ahead and will not take an application inside 45 days. Los Angeles wants a street event permit filed 45 days ahead. Cancellation coverage responds only to causes that were unforeseen when you bought it, so a storm already named or a public health order already issued is outside it from the start. Arrange cancellation coverage when you sign the venue contract.
