If you serve alcohol without selling it, host liquor liability is the part of the event policy that responds, and no ABC license is needed under Business and Professions Code section 23399.1. If drinks are sold, the seller needs a license or a licensed caterer and liquor liability written for a seller. Either way, serving a guest under 21 or an obviously intoxicated person is a misdemeanor under sections 25658 and 25602. The social host shield in Civil Code section 1714 does not protect an adult who knowingly serves a minor at home.
