Every on-premises alcohol server, and the managers who oversee them. The Responsible Beverage Service Training Program Act, created by Assembly Bill 1221, reaches two groups: anyone serving alcohol for on-premises consumption, and anyone who hires, trains, or supervises those servers. Both must register with the Department of Alcoholic Beverage Control, train with an approved provider, and pass ABC’s alcohol server exam. A new hire has 60 days from the first day of employment to be certified, and certification runs three years before recertification. An ABC investigator can ask for those records on an inspection, and underwriters ask about them too. Current as of August 2026.
